Аннотация. Настоящая статья основана на архивных материалах журналов заседаний Межведомственного совещания по делам Дальнего Востока (весна 1913 г.), которые впервые вводятся в научный оборот отечественной историографии. Принятая тогда правительством России первая государственная комплексная программа развития региона охватывала широкий спектр актуальных вопросов. В их числе было развитие рыбной промышленности, которая определялась как одно из приоритетных направлений местной экономики. Акцент в статье делается на планах создания связанной с рыбной промышленностью инфраструктуры учебных заведений рыбохозяйственного профиля, необходимых для ее дальнейшего развития. Учитывая недостаточную степень изученности проблемы, настоящая статья вводит в научный оборот новые архивные данные, расширяя таким образом историю учебных заведений морского и рыбохозяйственного профиля на Дальнем Востоке в дореволюционный период программного развития региона, которая ранее специалистами по истории рыбной промышленности и морского образования в регионе не затрагивалась. Сделан вывод о том, что именно это правительственное совещание впервые увязало развитие рыбной отрасли региона с открытием для нее соответствующих профессиональных учебных заведений.

The First Comprehensive Development Program for the Far East:

Abstract. The article is based on materials from the journals of the meetings of the Interdepartmental Conference on Far Eastern Affairs, which was organized by the Council of Ministers in the spring of 1913, but which have not been effectively utilized by domestic researchers. The first‑ever state comprehensive program for the development of the region, adopted by the Russian government at that time, covered a wide range of pressing issues, including the development of the fishing industry, which was identified as one of the priority areas of the regional economy. The article focuses on plans to create infrastructure related to the fishing industry – infrastructure that would be necessary for its further development, including educational institutions with a focus on fisheries. Given the insufficient level of research into the problem, this article introduces new archival data into scholarly discourse, thereby expanding the history of educational institutions specializing in maritime and fisheries management in the Far East during the pre‑revolutionary period of the region’s development – a topic that has not previously been addressed by specialists in the history of the fishing industry and maritime education in the region. It is concluded that it was this governmental meeting that for the first time linked the development of the region’s fishing industry with the establishment of appropriate professional educational institutions for it.
